Good HDTVs aren’t always good-looking. You can have a bright and colorful screen capable of reaching inky blacks while not being visually stunning in its design. As more features become available in less expensive HDTVs, it’s design flourishes that become part of the justification for premium prices. The Panasonic TC-L47DT50 is an ideal example of this premise. At $1,899.99 (direct), this 47-inch, LED-edgelit LCD HDTV is more expensive than our budget Editors’ Choice, the 55-inch Vizio M3D550KD ($1,429.99, 4 stars), but offers a similar feature set. What you get for the extra $500: active-shutter 3D, a better-than-average sound system, and one of the prettiest bezels we’ve seen on an HDTV yet.

Design
Simply stated: The L47DT50 is gorgeous. Its bezel is constructed of metal with a glass overhang on the bottom edge that houses a glowing Panasonic logo in the middle its transparent surface. The design is clean and a refreshing change from the usual black bezel on most HDTVs. Behind the bezel, the right edge holds the standard power, input, channel up/down, and volume up/down buttons, and four HDMI inputs and two USB ports are lined up behind the left edge. The composite, component, cable, Ethernet, and optical audio ports face down on bottom edge, and all are easily accessible even if the HDTV is mounted on a wall.

The 9-inch remote is large and fairly simple, with big, rectangular buttons and a large, easy-to-find direction pad. It illuminates with the touch of a button, and has playback controls that even work with online services. It also has dedicated 3D, Internet Service, and SD/USB storage buttons for accessing useful features like 3D conversion, the Viera Connect menu, and media on an SD card or USB drive.

You can connect to online services and apps through Panasonic’s Viera Connect service, which accesses the Internet through the HDTV’s built-in Wi-Fi or Ethernet port. It supports Netflix, Hulu Plus, Amazon Instant Video, YouTube, and several other streaming video and music services. You can download apps and set up additional services through the Viera Connect store. It even includes a Web browser that supports HTML5, and you can make video calls with Skype if you purchase the optional $130 TY-CC20W Webcam. The browser loaded PCMag.com almost perfectly, though the font looks slightly different than it typically does on computers.

Performance
We test HDTVs with the Konica-Minolta CS-200 chromameter and DisplayMate test patterns, and we analyze color accuracy with Spectracal’s CalMAN software. We perform basic brightness, contrast, and color temperature adjustments pretest, but don’t otherwise calibrate the screen. Based on our tests, the L47DT50 reached a satisfying but not record-breaking peak white level of 275.58 cd/m2?and a black level of 0.03 cd/m2, for a contrast ratio of 9,186:1. The Vizio M3D550KD , on the other hand, reached respective levels of 364.75 cd/m2?and 0.02 cd/m2, for a nearly double contrast ratio of 18,237:1. Color levels were very accurate, with red and blue spot-on and green edging just slightly toward blue as seen in the chart below. The color squares are the ideal red, green, and blue values, and the colored circles are the screen’s measured red, green, and blue values.?

I watched the?Piranha?Blu-ray on the L47DT50, and was suitably impressed by the color balance and contrast. While the dark colors of the deep don’t get quite as inky and black as the high-end Editors’ Choice Sharp Elite Pro-60X5FD ($5,999.99, 4 stars), it gets satisfyingly dark. The edge lighting resulted in some slight bloom on the left edge of the screen, but not significantly more than similar edge-lit LCD HDTVs.

While the L47DT50 supports 3D, it doesn’t come with any glasses. You need to get a pair of active shutter glasses from Panasonic for $80 each, adding to the cost of the HDTV if you want to use it as a 3D TV. I watched a demonstration video of Gran Turismo 5 for the PlayStation 3 in 3D, and the HDTV showed noticeable depth and little crosstalk, but the picture didn’t quite pop off the screen like the Pro-60X5FD .

We don’t usually consider HDTVs for their sound, because generally even very good HDTV speakers pale in comparison to add-on speakers or even an inexpensive soundbar. However, the L47DT50 is notable for its “8-Train” speaker system, a row of eight dome speakers and a subwoofer mounted on the back of the screen. It can’t replace a high-end soundbar and it doesn’t offer surround sound, but it’s markedly louder and clearer than most other HDTV speakers, with the exception of the Bose VideoWave ($5,349, 4 stars), which is known for its audio prowess.

The L47DT50 consumes an average of 96 watts with no energy saving features enabled and an average of 83 watts with energy saving set to “Standard,” which slightly dims the screen but is otherwise very watchable. This is a solid showing, but it doesn’t quite hit the 66- and 48-watt levels of the 46-inch Sony KDL-46EX620 ($809.99, 3.5 stars) or the 55-inch LG 55LM6700 ($2,299.99, 4 stars), both LED-backlit LCD HDTVs like the Panasonic.?

Sure, there are more impressive HDTVs than the $1,900?Panasonic TC-L47DT50 . The?LG 55LM6700 , for one, offers up glasses-included passive 3D and a cool motion-controlled remote, or there’s the Sharp Elite Pro-60X5FD with its best-in-class picture, but they’re both more expensive. You’ll need to add to the L47DT50′s?price if you want 3D glasses, and it doesn’t get quite as bright or dark as the larger, less expensive passive-3D Vizio M3D550KD. Still, if you value design and high-quality build, but don’t want to spend more than $2,000, the L47DT50 is definitely worth considering. But if your main concern is getting more screen for less money, the Vizio stands as the best low-cost, big-screen option we’ve tested.

Panel debates bioterrorism protection for children

WASHINGTON (AP) ? The Obama administration is asking a presidential commission to help decide an ethical quandary: Should the anthrax vaccine and other treatments being stockpiled in case of a bioterror attack be tested in children?

“We can’t just assume that what we have for adults works for children,” Health and Human Services Secretary Kathleen Sebelius told the panel Thursday.

Controversy over whether to open pediatric studies of the anthrax vaccine led Sebelius to ask the Presidential Commission for the Study of Bioethical Issues to tackle the question. The commission began its deliberations Thursday; recommendations are expected by year’s end.

Sebelius made clear that the question is far broader than anthrax.

“There are serious ethical issues around the development of medical countermeasures for children” in general, she said.

Developing protections for youngsters is critically important, but in a way that puts “our children’s safety as our highest priority,” Sebelius said.

A decade after the anthrax attacks in the United States, the government has a multibillion-dollar stockpile of tools to fight back against some of the threats that worry defense experts. Notably missing is information on how to treat children in various emergencies ? whether the same drugs their parents will get will work or be safe for them, and even what dose youngsters should receive.

Thus the debate on whether to conduct studies now, before millions of children might need to try an untested product in an emergency. Even if those studies were offered, there’s no way to know how many parents would agree to enroll their children.

Testing medications in children always requires extra safeguards. It’s fairly straightforward to test a potential treatment for cancer or some other childhood disease. But if a child won’t receive a direct medical benefit, federal regulations say studies are allowed only if testing adults can’t provide the answers and if the risks to participating children are minimal.

Anyone exposed during an anthrax attack would require 60 days of powerful antibiotics, or antibiotics until a vaccine could kick in. Last fall, the National Biodefense Safety Board, which advises the government, recommended child testing of the anthrax vaccine, but only if outside ethical experts agreed such studies could be done appropriately.

The shots have been widely used in adults, including U.S. troops, and are considered safe for them, said the board chairman, Dr. John Parker, a retired Army major general who has been vaccinated.

Side effects include shot-site soreness and redness, muscle aches, fatigue and headache. Rare but serious allergic reactions have been reported.

The bioethics commission wrestled with how to define “minimal risk” when there is no imminent emergency, and the chairwoman, Dr. Amy Gutmann, wondered whether people urging such testing would enroll their own children.

Parker responded that he’s discussed that with first-responders and some in the military. “There are groups out there that would want their families protected as much as they are protected as they do their job, in fear of bringing something home,” he said.

Other doctors told the panel that 60 days of antibiotics can cause bad side effects for children, including diarrhea, other infections and dangerous allergic reactions. Plus there’s concern that many people wouldn’t take the full course, Parker said.

The progressive group Health Care for America Now (HCAN) held a protest Wednesday morning to confront shareholders of the health insurance giant WellPoint about the company?s secret funding of extreme conservative politicians and groups.

The meeting, which took place at Wellpoint?s corporate offices in Indianapolis, Indiana, featured shareholders voicing their concerns to the company inside the meeting, while protesters demonstrated outside. Some of the questions were from union leaders, who represented workers from California, Connecticut, Missouri, New Hampshire, New York and Wisconsin.

The union leaders were vocal about WellPoint and its subsidiaries giving financial support to anti-union Republican Governors Scott Walker (WI), John Kasich (OH) and Mitch Daniels (IN), along with supporting the American Legislative Exchange Council and the U.S. Chamber of Commerce.

But 83 percent of shareholders later voted down a call for more disclosure in WellPoint?s spending.

While WellPoint CEO Angela Braly was speaking, a union worker interrupted her. ?Full disclosure of corporate spending on political activities is in the best interest of shareholders,? he said, before Braly told him he was speaking out of order.

Former Rocky Mount coach charged with indecent liberties

A Rocky Mount man who volunteered as a coach in the city’s baseball league in the 1980s and 1990s is accused of taking indecent liberties with two former players, according to the Nash County Sheriff’s Office.

Raeford E. Peace, 50, of 4120 Ketch Point Drive, surrendered to deputies last week on seven counts of taking indecent liberties with a child.

Investigators said Peace victimized two players on the baseball team between 1982 and 1997, when the victims were between 11 and 15 years old. The sheriff’s office launched an investigation in December.

Rocky Mount city officials said Peace was employed as a part-time scorekeeper from 1993 to 2002. He stopped volunteering as a baseball coach about 5 years ago.

A neighbor told WRAL News that Peace, who is also a gospel singer with CT Davis Ministries Right Turn, told her about the allegations and says he is innocent.?

Asbestos removal in campus buildings moves forward | Old …

Projects are currently underway at Binghamton University to remove asbestos ? a chemical that can cause cancer in humans who are exposed to it ? from several campus buildings, including Science II and Tuscarora Office Building.

Asbestos is a group of mineral fibers commonly used in building construction up until the 1960s and ?70s for its strength and flame-retardant qualities.

According to Arthur Frank, a physician and chair of the department of environmental and occupational health at the Drexel University School of Public Health, asbestos exposure can cause both non-malignant diseases like asbestosis ? scarring of the lungs and the lining of the lungs ? and cancers, typically mesothelioma or lung cancer.

The University has overseen asbestos removal work this semester in the Old University Union, Lecture Hall and West Gym, among other buildings. Asbestos removal projects will begin between now and the start of the fall semester in the Heating Plant, Fine Arts Building, Central Campus Quad area, Couper Administration Building and other campus buildings.

Many campus buildings not already named contain asbestos, from the numbered Science buildings to the Engineering Building, Computer Center, and all the residential buildings of Hinman College, College-in-the-Woods and the Dickinson Community.

Asbestos is now highly regulated by New York state and federal agencies. Karen Fennie, spokeswoman for Physical Facilities, said that BU goes ?above and beyond what is required regarding monitoring and testing? for asbestos.

?We?ve done removal of asbestos for years on campus without any safety issues, without any exposure issues, probably because we are so diligent about the way we go about managing this,? Fennie said.

Some see reason for concern, however.

Jenna Fierstein, president of Student Environmental Action Coalition (SEAC) and a senior double-majoring in biology and environmental studies, said that she was bothered by the proximity of asbestos work in a Science II hallway that remained open to foot traffic and where classrooms remained in use.

?I?ve had a lot of classes in Science II this semester,? Fierstein said. ?And every time I go in there, I see the construction thing with that big plastic barrier that says, ?warning, asbestos.? It kind of bothers me that they?re just doing construction in an area where students are heading back and forth.?

Buildings undergoing asbestos removal are not limited to abatement workers because such a step would be beyond what is required of BU under New York and U.S. laws and regulations, Fennie said.

?We do what we?re required,? Fennie said. ?We do asbestos removal in a safe manner. The state set up the parameters for us to follow and we follow them.?

Fierstein expressed doubts.

?Following state laws and regulations just means that they?re doing only what?s minimally required,? she said. ?And that?s not a very good defense. I mean, it?s a good legal defense if you don?t want to sued ? but it doesn?t actually make it so that they?re putting students? safety and health as their top priority.?

Kate Harrigan, a sophomore majoring in French, said she has not taken much notice of campus asbestos projects.

?I think I saw some signs in the library during my freshman year about asbestos removal,? Harrigan said. ?It concerns me that I?m not more aware about it.?

The majority of Binghamton University?s Vestal campus was built in the 1950s, ?60s and ?70s, when asbestos use was still prevalent. Buildings constructed with asbestos in them include campus mainstays like the Lecture Hall, Glenn G. Bartle Library, Old Union and the dormitories of Dickinson Community, Hinman College and CIW.

The Binghamton University Asbestos Field Guide, a document Physical Facilities maintains for its employees, states that ?as a generality, unless there is documentation otherwise, assume that asbestos may be present? in campus buildings.

The Field Guide, available on BU?s website by computers connected to the campus network, lists the most common locations of asbestos within campus buildings ? ranging from ceiling tiles to window caulking, dry wall compound and fire doors ? and checks off for each building the status of asbestos at these locations.

Fennie said the Field Guide may not include the location of all asbestos on campus. She called the possibility that campus buildings built in more recent decades contain asbestos ?highly unlikely,? but she did not rule it out.

?Think about the complexity of constructing a building and all the materials that are used,? Fennie said. ?And think about every single ingredient in a product used that you?d have to go through to say, ?this building is 100 percent asbestos-free.??

Robert Mulcahy, asbestos coordinator and safety manager at BU, said that BU aims to say just that, at added expense and effort, for at least one facility: the Innovative Technologies Complex (ITC) across Murray Hill Road from campus. He said guaranteeing that the ITC is free of asbestos is a necessary step for the University to achieve Leadership in Energy and Environmental Design (LEED) certification as to the ITC?s status as a ?green? facility.

Fennie said that BU tests for the presence of asbestos in any building prior to beginning renovation work, regardless of the building?s age, in order to comply with OSHA regulations. She also said that for reasons relating to funding, BU will often wait to have asbestos removed from a building until a time when the building is also set to undergo other renovations.

?It?s kind of done on a project-by-project basis,? Fennie said. ?[Funding for asbestos abatement] all comes from the State. In the case of a capital project like the East Gym renovation, the cost of asbestos removal was rolled into that and paid for with our capital project funds ? But it?s not like the State says, ?we?re gonna give you an infinite amount of money to remove all the remaining asbestos on campus.? I don?t think the State has that kind of money.?

Mulcahy said that costs of asbestos abatement projects on campus vary widely depending on projects? sizes.

?If we just have one of our construction crews doing a job, it could be $2,500, all the way up through $1 million, depending on the scope of the project,? Mulcahy said. ?With the East Gym, I know it ended up being more than $1 million.?

Within the last four years, asbestos removal has also occurred in College-in-the-Woods as well as in the Engineering Building, East Gym, Decker Student Health Services Center and other areas of campus.

The Decker Student Health Services Center is the only one of these buildings that is now completely free of asbestos, according to the Field Guide.

Asbestos removal projects are currently underway on the third floor of Science II and in the Tuscarora Office Building. Two Brothers Contracting, Inc. of Whitesboro, N.Y. is performing the abatement in both buildings. Two Brothers Contracting?s workers are removing some 3,940 square feet and 500 linear feet of asbestos containing material from Science II, and they are removing some 10,307 square feet and 200 linear feet of asbestos containing material from Tuscarora.

BU?s construction news webpage also states that the north end of the Old Union, the English department hallway in Bartle Library and the former Dickinson Dining Hall will undergo asbestos abatement this summer.

Ariella Sklar, a sophomore majoring in psychology, said asbestos projects on campus do not trouble her.

?It doesn?t bother me if [University officials] say it?s safe,? Sklar said. ?We have to trust them.?

Basically, a light, low-powered four-wheeled electric vehicle. The Eo’s 40 miles per hour top speed might not be teeth-rattlingly fast, but it means it can eke out 124 miles on a single charge. Essentially, it’s a single seated vehicle, but there are two fold-out chairs in the back if you want to make things even more cosy, while other gizmos on board include backward-facing cameras that pipe into a screen on the dash, replacing the need for mirrors. The Eo was on display at EVS26 in California, but no word on if, or when, we can expect to see this cutting us up on the school run.

Facebook has been making a lot of promises during a tour to drum up interest in its ever-nearing IPO, but the one gadget-heads have been wanting to hear the most, a commitment to its mobile apps, has been elusive — until now. Everyone’s favorite hooded CEO, Mark Zuckerberg, is telling investors in his home ‘burg of the San Francisco Bay that mobile is front and center in his company’s plans. We’re hoping that means new app features, although Zuck is likely referring to money-making as well: shareholders are jittery knowing that Facebook makes most of its money on web ads that it’s not running on smartphones and tablets. Paid titles in App Center will go a long way towards scratching that itch, mind you. As for us, we’ll just be happy if Facebook takes less than a year and a half to produce a major tablet app.
